You can improve your line quality by making sure your pencil is sharpened. However I would recommend you focus more on the fundamentals for now. The best line quality in the world won’t save you if your structure is weak. Some things to keep in mind with your proportions. From the hairline to the chin can be generally divided into 3 equal parts representing the hairline to the brow, brow to bottom of the nose. These are basic or idealistic proportions and you can play with these as you like. To find the position of the mouth, you divide the lower third of the face into thirds again. The mouth is normally in the upper third. Also, and this is really important when drawing the head in profile, the eyes sit inside the eye sockets. You’re placing the eye too far forward. Your 3/4 head looks pretty good, just some proportions to think about with where you placed the mouth. Some guidelines in your initial sketch would help you to keep the eyes level. It will also help you to correctly place the ear. Generally the top of the ear should be in line with the brow and the bottom of the ear is normally in line with the bottom of the nose.
