Hello! The issue I am seeing is that your colors and rendering of all the colors are blended together. A lot of good details about your character are getting lost, in the face specifically. It almost feels like the shading and hair are being used to hide things you weren't sure how to draw. What I would suggest is to practice cell-shading. Also try shading with colors other than black or brown. In my example I used blue/purple just to give a sense of how using different colors can change the feel of the image.
