Hello hello! I love posing here! The main issue from the first image repeats here unfortunately. So the same advice would apply on this one. Have clear value grouping, you can cheat on some spots to get that dimension and have more impact in the image. What i can add here is to reduce the amount of noise in the background and have the main spotlight in the hair. In this form Luffy essentially glows very bright so we can express that in hair and eyebrows. I would reduce the value in the whole picture leaving only power (hair) the highest light point. Clouds can support that bounce of light>dark rhythm and separate the figure from the background. Additionally i added shadow gradient from bottom to top to get extra push on dimension. For the end: careful with anatomy. You can show his powers here more unlike with close up before but then try to have the majority anatomically correct (head, torso with hand upfront) and rest with deformation for representing his powers.
