i looks to me more like wavy hair rather than tight curls. But either way, you want to build out the main forms then add in the details. It looks like you're already doing that though, but I would stay in the construction, volume building phase longer and really figure out where the main chunks are before adding in the details. Also figuring out how the strands attach to the head would be helpful.
