The image feels flat because the value range is very similar throughout the entire scene, which means there's little separation between the foreground and the background. If you intend to paint a sunset with the sun positioned in the distance, then the foreground should be much darker, since it isn't being directly illuminated by the sun, while the background should remain brighter due to the intensity of the sunlight. Doing this will create a much clearer separation between the planes of the image and, as a result, give the scene more depth. Do not paint from imagination. Look for references for your lighting to get better results :) Another thing I noticed is that the flowers are much too large. This reduces the believability of the scene because the scale relationship between the flowers and the lighthouse feels inconsistent. It's important to keep the size of objects in mind when establishing scale, especially when there isn't a character present to provide a visual reference.
