A good general rule is to focus your detail in two main areas: the focal point and the foreground. Those are where the viewer’s eye naturally goes, so you can keep the midground a bit rough and the background with minimal detail. I marked in red the areas where I think it’d be worth pushing the rendering. Now, the bigger question is: what’s the focus of this scene? What’s the story? Having clear answers to those will help guide your decisions and keep the piece from feeling scattered during the painting process. Also, try gathering references of cityscapes in the style you're aiming for. Study where artists place detail and—more importantly—why they do it.
