You can move them along that line to get different box angles and avoid having everything converge to the same point; this adds variety to the composition. However, when you introduce a third vanishing point, that one should remain fixed. All the forms need to converge toward that point, whether it’s above or below. While the two points on the horizon can shift, the third one should stay consistent. Otherwise, having a horizon line loses its purpose if forms are converging to different points off the line or to multiple third points; it would make the perspective feel inconsistent.
