Hi! Your character is so cute!! I thought that it could be strengthened by focusing on the most important parts of the character design, that makes them stand out and says something about their personality. In this case, I felt like the most important parts were the goggles and the big boots, because they were the first things I noticed (see top left). I also thought that the hair and the scarf were important, since they show her character as a scruffy pilot. The acorn hat, gloves, and her round face were sort of secondary things that supported that idea. Keeping those things in mind, I made the most important things more prominent in her design, making it feel more streamlined and also improving the silhouette. You can make these areas of focus more prominent by making them bigger or adding more detail. Things that didn't really contribute to her character (her shirt and pants) I simplified down so they were less distracting, making the character less muddled. In character design, especially with cartoons, it's good to see how much you can push things, so of course you can take this farther if you'd like (making the bee bigger, making her body smaller, etc.) try many things and see what you like! About consistency, I assume you're drawing digitally. It really helps to take your reference image and put it right next to your drawing while you're working on it on another layer (but in general, I think your drawings weren't so inconsistent)! It also helps to remember those important areas of your character, and take extra care to make sure those things stay consistent, since they make the biggest impression on a viewer.
