maybe set the eye line first, then keep the mouth a touch lower so that little gap stays clear and the wanted poster likeness reads before the details

I wanted to practice Luffy's face using his wanted poster but the likeness isnt really there. The anime style is throwing me off around the eyes and mouth. Looking for some feedback on the portrait and what looks off. trying to learn character faces, share my art progress and use these quick drawings as a workout
