Hey! Cool design here! :D However... You mentioned that this is a halfling barbarian; however, the proportions look more like those of a normal human (around 7–8 heads tall). A halfling would usually have more reduced proportions, such as shorter legs or a more compressed torso… something closer to a dwarf (but not that much haha). On the other hand, if he’s a barbarian, I’d like to see broader shoulders and more visible musculature to really convey that barbarian physique. Also, having the torso covered honestly doesn’t give me the impression that he’s one. Another thing you could do is repeat the skull motif in different places, not only on the belt. Maybe in the center of the shield, on a necklace, or in other areas. I didn’t add it in the drawing because I only thought of it just now lol. Also, I drew the skull a bit small—you could make it larger. I also gave the cape and the hair more flow to make the silhouette more interesting. And I lowered the sword instead of holding it upward. Holding the sword that way makes the character feel more intimidating, so to speak. Similarly, instead of looking up with your head tilted back, you could have your head tilted forward while looking directly at the camera. It’s more intimidating that way.
