First off, that's pretty impressive for a first art piecem you can be proud of yourself, and definitely consider it an art piece. On hair shading: It's about understanding the volume underneath. Pick a light direction (top-left works well), then add shadows where hair overlaps itself, tucks behind the horns, and on the underside of major clumps. On the brown-to-white transition: Add wispy strands crossing between both colors to soften the hard edge. On detail without scratchiness: Fewer, longer curved strokes following the hair's flow.
