Great job on the character portrait here. Tings to practice would be the figure mannequin and perspective. The torso perspective especially. For the hair you kind of have the right idea, you just need to create one silhouette for the hair. (Darkest value) then draw interesting ribbon shapes using the freehand selection tool and filling them with your medium and highlight values. Hoping this helps you with some ideas and gives you some things to practice.

I think the face perspective is the main issue, cuz the features dont really match the angle of the head and it makes it look a bit flat. The far eye also looks a bit too big for the angle. The jaw shape is a little off , and the neck looks kinda disconnected from the shoulders. The scarf thing also looks a bit stiff, mostly cuz the folds dont really show how the fabric wraps around the neck. Some of the clothes folds look random too, they should follow the shape of the body. Lastly hair makes it a bit hard to understand the shape of the head underneath, u could try firstly drawing the skull - thne hair
