Your proportions for the head are actually pretty perfect! Your values are also really strong too. I think an area that could be improved would be the body's proportions. I red lined your drawing to show how underneath the clothes, her body doesn't really make a lot of sense. I think you should work on learning the body's proportions. It looks like you have a pretty good idea of form, like how her skirt wraps around her waist and how her collar wraps around her neck. You also indicated the direction of the arm with the sleeve and line at the wrist which is all very good! Even if you don't quite understand anatomy, as long as you get the proportions of a figure right, people won't really notice. It is much harder to see anatomy mistakes than it is to see proportion mistakes. I'm not advocating to NEVER learn anatomy, but anatomy can be taxing and overwhelming for most people to learn and it becomes much easier to learn once you understand proportions. So try to draw figures in primitive forms like boxes and cylinders or continue drawing cute anime characters which is something I also did when I was learning.
