Colouring and shading are really complex! The key is understanding 3D form and light. I would recommend getting comfortable drawing simple forms like cubes and curved planes and practising adding light to those forms first. I simplified your skirt into a cone here as an example. Then I added a lightsource and did a practise run on where the light would hit in the form of the skirt. In step 3 I drew a more detailed version of the skirt and in 4 I applied what I learned in 2 onto the more complex shapes.
