1. get some good reference to paint the anatomy 2. keep track of your lights. you have light from the top. light from the deep and light coming from the weapon. i shifted the light coming from the deep more blue so the purple light can be the focal point. the light from the sky affects the hair and face but becomes weaker as you go deeper. the glowing spear should be the strongest light and some color dodge can bring it out 3. dont hide the second arm give her a strong pose . i didnt draw this but the spear could end up closer to the camera as if the mermaid is pointing it at the viewer. 4. the glowing spear is a nice idea. give it a nice design. 5. the shells on her chest should feel like they are sitting on top. the eyes could follow her head shape and i also gave a bigger tail and showed more of it so it looks more attached to the rest of her body

Hey! This is so cool! The way I would push the lighting further is by darkening the body a bit more so you can create stronger contrast between the light coming from above and the light coming from below. Doing this would also give you a better opportunity to highlight the glow from the hand and the spear. Notice that I added some brightness to the eyes as well. This helps reinforce the focal point on the face by creating a stronger light-over-dark contrast, since previously the eyes had almost the same value as the face. I also added a subtle glow along the sides, I really liked that idea you suggested :D Hope this helps!
