Hello. Before thinking about style i think you would benefit more from learning the foundamentals of form and value. In this case understanding the forms of the eye and being able to simplify it in simple forms will help you a lot. After that you can start to add some values according to your light. As you practice those foundamentals you can study some artists that have a style that you enjoy. The painterly style is a result of brushwork. You really need to understand form and value to use your brushwork in a painterly style. It's hard when you start but with patience you can do it! For now as practice you can do what i did. Start by drawing the planes of your subject as best as you can. In this phase try to understand what direction the planes are facing and how they transition from one plane to another. After you get this step down you can start thinking about rendering it. To render use a simple round brush with opacity, other brushes will most probably make it harder(I did use some textured brushes for a painterly effect and it made me struggle much more than usual XD).
