Hair isn't just a single mass or shape. It's much easier to simplify it into a few larger sections first, then break those down into smaller ribbon-like strands. Keeping those larger forms in mind will help you create better volume and prevent the hair from looking flat. I also adjusted the neck on the portrait to the left, since it felt slightly off and its shape looked a bit awkward. Always try to think in terms of three-dimensional forms rather than flat shapes.
