Jesters are fun! I really like the ragged cape, if it moves - even better! (If it indeed does, adding extra drawing conveying the idea would be great as design should speak for itself). For design: I would try to work with more decorations, forms and colors. Jesters are all about bold choices, missmatch and entertainment/show. Adding few trinkets/tiny bags would also help to convey that idea as well. The cape inner side could use different texture or it blends too much and looks flat. This edit is just an example of what could be played with.

I will try on a different account to see if it works: Great job with this character sheet, it looks clean and showcase the character really well. I simplified the shape of the character to fit their personality a little better, so I went with a triangle, sharp and aggressive. I did this by getting rid of the noise of his cape and used the shape language of his mask to add some more repeating shapes in your design.
