1. The reason why it looks flat is because the underlying construction either wasn't done or was ignored later. Look up Loomis head for base construction. Roughly, the head is a sphere/cylinder, so you need to wrap features and hair accordingly. The face can be split in 3 even parts - eyebrow line, top of the nose, chin - drawing those guidelines would also help you with placing features in perspective. 2. Flat hair like his can be seen like a cloth wrapped around a sphere (skull). The drawing looks flat because the hair lines are too straight/vertical. 3. Hair strands can be seen as twisted sheets of paper. Wrap and make them stick out accordingly. 4/5 In the drawing the skull suggests that we look slightly from above at the character, yet the bottom plane of the nose is too visible suggesting that we look from below. Make the lines more flat. Nose can be roughly constructed as a tapered box to help with perspective. 6. Glasses can be broken down to a rectangle. Draw it in perspective next to the sphere (skull) to get proportions right. 7. Neck is like a squished cylinder - just like with the skull, objects (hair, cloth) should wrap around it. 8. The drawing also looks flat because cloth is depicted in straight lines. Add some wrinkles. 9. I am not sure what expression you were going for. Lips can be broken down to a ball and 2 spheres. Draw them in perspective and use them to guide the mouth lines. 10. Try not to hide everything with hair (as tempting as it is).
