Hi hi! Chopper looks very cute and he is the perfect subject for practice. Start by having solid drawing. Spheres, cylinders, triangles, and squares are examples of geometric shapes that you can use to construct your subject in a straightforward manner. These building pieces are necessary to understand how to construct any image and demonstrate perspective and volume. Do not worry too much about the specifics and concentrate on the forms you understand initially because they may also be a lot of fun to explore with. Linework with details would come next. You can adhere to your construction and style. It will be crucial for coloring and rendering, so keep them in a different layer. Here, we choose whether to display this fully painted or not. If we want to create a graphical piece with visible linework, use line weight to stop time and add details, texture, and black ambient occlusions where necessary. Have initial linework with all the information you will display in base if the plan is the opposite and more painterly. Since they will be coated in paint, we don't need super clean linework in a painterly style. A good render requires setting up a light source, in this case the light from the very top. Use a neutral color for the shadows (usually warm for cool light and cold for warm light), arrange the shadows on several levels, and match the character elements with the primary shadow. During the final touches, you can play around with textures on the light side of the drawing. Both must be balanced (not too dark or too saturated) over flat colors that should not be excessively bright or dark. Hope it helps!
