Hello! You captured Luffy's personality perfectly! Now it is matter of making the face a bit more solid. The first step would be creating a solid head construction. I would recommend picking one figure constructing method to follow (for example Loomis Method or Reilly Method). Pick the desired expression you want to create and make sure you mark important key points (eyes, nose, mouth, ear) in the right position. Along with that, have in mind form of a head. Each element on the face must follow the perspective you set. The second step would be experimenting! On top of a set foundation, you can play with proportions of the elements until you land on satisfied the result . Don't be afraid to use references to an expression! For that, I would recommend using the pictures of a real life humans (avoid AI) and drawings from different artists with styles you like/ that inspire you.
