Always keep in mind that cool shadows are cast by warm light and vice versa when choosing colors for shadows. You will become muddy if you go too dark or too saturated. Since the character is dressed in really bright colors and there are many warm objects surrounding them, I chose cold light. In order to avoid adding extra warmth to the image, I kept the shadows extremely neutral. I made his clothing blue to counterbalance this, however you might add additional blues to the background to overpower the eyes with warm hues. When making vibrant compositions, keep color in check! For technique, start with cell shading. It's an art technique of creating a cartoonish look with distinct, hard-edged shadows.
