Hi! I love this character so much! I think your proportions were actually pretty good already, I just added a bit more form to the arms and lowered the right armpit. I moved the facial features a little bit and I think it would be cool if the ribbons "floated" a little bit more around her in some places. Lastly, maybe make the bottom fin a little bit shorter or longer so it clearly doesn't or does overlap with the tail below, because at the moment the fin *just* touches that tail and that could decrease the feeling of depth in an image.
