Howdy! What an atmospheric scene you have here. I absolutely love the colors and the lighting. I used the info you provided and found the reference both from manga and anime. Then I used Liquify tool in Photoshop. So now I can say this: The main problem here is how gigantic the head seems compared to those shoulders. Since the figure takes up almost all the frame I made the head smaller. But if you have space you can go the other way around and make shoulders bigger. To be able to see all the proportions mistakes you have to study them. Start with any "proportions of a human figure" picture you can find on the internet and then try to map those measurements on any photos of actual humans. Next up is the midline of a face. The noce and the lips should sit there. You can correct yourself by flipping the canvas often. And the general recommedation is to study anatomy. I used some knowledge to get the shoulders right, for example. You have a very good sense of color since I didn't add anything extra, just moved around everything that was already there!
